Player rating for tournaments across all installments of Heroes.

Let's define what distinguishes an official tournament from an unofficial one. Otherwise, we'll be arguing about nothing. I propose the following definitions:
1. Official tournament - conducted by members of the portal's administration. Held regularly (a strict schedule must be established). Recognized as valid with a minimum of 3 participants (so that it is a tournament, not just a game for one). Players receive rating points and Grails for participation according to established rules.
2. Fan tournament - conducted by any user on the portal at any time. Recognized as a rated tournament if a quorum is reached:
Heroes 1 - 5 people.
Heroes 2 - 7 people.
Heroes 3 - 10 people.
Heroes 4 - 5 people.
Heroes 5 - 10 people.
Grails are awarded at the discretion of the organizers, but with the agreement of the administration (a certain amount is allocated by the administration for each fan tournament).
In this case, we will get a well-structured system, without contradictions.
