Player rating for tournaments across all installments of Heroes.

Let's first define what distinguishes an official tournament from an unofficial one. Otherwise, we will be arguing over nothing. I propose the following definitions:
1. Official Tournament - conducted by members of the portal management. These are held regularly (a strict schedule needs to be established). They are recognized as having taken place with a minimum of 3 participants (so that it is a tournament, not a single-player game). For participating, players receive rating and grails according to established rules.
2. Fan Tournament - conducted by any user on the portal at any time. It is recognized as rated if a quorum is met:
Heroes 1 - 5 people.
Heroes 2 - 7 people.
Heroes 3 - 10 people.
Heroes 4 - 5 people.
Heroes 5 - 10 people.
Grails are awarded at the discretion of the organizers, but in coordination with the administration (the administration allocates a certain amount for each fan tournament).
In this case, we will have a streamlined system without contradictions.
