Why did the number of restarts go back to 3 again? People seemed to have gotten used to 112.

Don't confuse the "basic rules of Tournaments" and the rules for the season tournament. The season tournament is a separate tournament; I held a poll specifically for it about reducing the number of restarts. This difference is described in the first post of the seasonal tournament. In other tournaments, the organizer decides on the number of restarts.
