In my opinion, fan tournaments should award rating points, provided that certain restrictions are observed, because if we don't award rating points, we might end up with no fan tournaments at all...

I also support Kyle on this issue, with a small caveat. Official tournaments should consider both rating and the number of players, regardless of how many people participate (even if only one person plays). For fan tournaments, the number of players should be considered to recognize the tournament as a valid and rating-awarding event.
