If the battle takes place on magical fields, clouds, or other special landscapes that offer an expert level of magic, then all corresponding spells are cast by the Fairy Dragon at an expert level of magic.

Only on magical plains. The other expert-level elemental terrains only affect the hero's spellcasting, but not the stacks (although when the AI calculates the value of spellcasting, it considers that they also affect the stacks).
