Among those who voted for Tox, there is at least one advisor or orator, or even both. So, it wouldn't be right to just randomly eliminate someone from that group. At the very least, Arandor shouldn't be touched. He might make mistakes, but he's not completely idiotic, so executing him for a mistake wouldn't be justified.
It's also possible that no Mafia members voted for Tox. They might have been afraid of exposing themselves, decided that the town could handle it on its own, and so on.
