The League of Laws is an inter-clan council.

As an alternative, we could eliminate the two chambers altogether: one representative from each clan, and that's it!

One representative is not enough... even for purely "technical" reasons – one person might be unable to appear on the forum for some time, and their vote could be crucial at that moment...
I don't know about two chambers, but two representatives – I think that's absolutely 100% necessary! No question about it...
