Interesting additions. But one thing is unclear: why have a chamber of commons and a chamber of lords, and why should they have an equal number of members? Two chambers make sense when one is used for broader discussions and the other for final decision-making. Therefore, I would suggest either one chamber plus a secretariat, or two chambers, but with three representatives from each clan: two in the chamber of commons and one in the chamber of lords.
