What does this have to do with anything? This is an AI algorithm. It was created specifically for this purpose.
And the result with Berserk is a BUG. It wasn't planned.
Any AI algorithm has its pros and cons... humans still beat computers in chess... which means it's impossible to create a perfect algorithm without significant flaws.
The same applies to the AI behavior in Heroes. It does some things much better than in the second game, but there are also obvious mistakes. I don't see a difference between using a fly to harass a legion of zombies and skipping turns under Berserk.
What is a bug? If any use of unplanned game features is considered a malicious bug exploit, then we all do it. Since no one casts Air Shield during a castle siege, it means they are using a bug!!!! Therefore, they are bug users!
This is if you approach it formally, as many people here like to do.
If we reason logically, then there is a game as it is, with its advantages and disadvantages, and we play the game as it is!!!
The significant flaws that significantly affect the game balance have been limited by rules, and it doesn't matter if it's a bug or not (double casting - a bug, but overpowered Phoenixes - not a bug, and both have been limited).
For example, infinite ammo for a machine gun or carrying neutral creatures - essentially, they don't affect the game balance, so who cares about them. Even though they are bugs.
The same applies here: this Berserk doesn't affect the game balance; there are more powerful items, such as Maslow, Implosion, Teleportation, Moon, etc.
You can make a mountain out of a molehill, but you don't need to. It's better to understand the principle of this behavior under Berserk and counter it. It's easily countered with Dispel, healing, antimagic, and a few stacks in the army, etc.
In the current game, the player didn't have mana - who is to blame? A bug? They didn't buy it right away - who is to blame? A bug? There were no tier 1 units - who is to blame? A bug?
You can blame everything on it... but should you?
