In my game, the starting time IMMEDIATELY started to decrease on the first second. The time for the turn didn't even start to be used.
But the starting time should only decrease if the turn time limit is exceeded.

You are correct; you have an initial 60, and then from day 2, 10 will be added to the remaining time, and 1 will be added to the battle time. If you spend less than 10 minutes on day 1, the timer will be more than 60. For example, if you spent 8 minutes on day 1, the timer will show 62. If you spent 7 minutes on day 1, the timer will show (62-7)+10 = 65 minutes, and so on.
