The League of Laws is an inter-clan council.

I propose the following changes. General provisions: 5. The Council of Clans consists of two representatives from each clan and includes the following: a) the Chamber of Commons; b) the Chamber of Lords. 7. Any member of a clan can be its representative, if such honor is bestowed upon him by the clan leader. Council of Clans Leadership. 2. The Council of Clans Leadership consists of the Chamber of Lords (which includes one representative from each clan) and a chairman (elected from among the members of the Chamber of Lords monthly). The chairman's term of office is 30 full calendar days from the date of a positive vote. 3. In the event of unworthy behavior, a member of the leadership may be relieved of his duties. The clan leader, of which the violator is a member, nominates another candidate for this position. If the activities of the Council of Clans chairman cause complaints, an impeachment procedure may be initiated. If 2/3 or more of the members of the Chamber of Lords vote for impeachment, the chairman is relieved of his duties, and elections are held for this position. 4. The Chamber of Lords forms the agenda for the Council of Clans meetings and informs all members of the Council of Clans about the time of the meetings. Activities of the Council of Clans. 4. Decisions of the Council of Clans are binding on all clans participating in the Council of Clans; in the event of non-compliance with the decisions, a clan may be excluded from the Council of Clans. Resolutions of the Council of Clans relating to clans not part of the Council of Clans are advisory in nature, but may be grounds for a collective petition of the Council of Clans to the ADMIN.
