This is awesome! Especially the racial specializations of the towns.

Humans. When hiring a hero, they gain +2 levels (i.e., they start at level 3).

In my opinion, it's overpowered compared to the bonuses for other races, but if you consider it in terms of quickly reinforcing the castle's defenses, then there's a balance here, but at first, it still stands out.
