Developing a Necromancer hero.

Even at high levels, a Necromancer can have very little mana.

Yeah, often you need to cast Mass Darkness and Berserk on the enemy, and then raise the dead, and there usually isn't enough mana for all of that, so Vampires under the effect of these spells are almost an inexhaustible source of mana.
