So, it turns out there are cases where you can use a level 5 scroll, but not a level 4 scroll. I used to think that if you have 2 Castles with fully upgraded Guilds, you can use any scroll, but I just found out that's not the case. :)

I don't quite understand what you understood about Towers and Scrolls, so I'll answer your post.

3.11.1. It is forbidden to use Magic Scrolls of level 4 and 5 without building the corresponding level of the Guild Hall in any of your Castles.
If you do not have the corresponding level of the Guild Hall in your Castles, you must fully build all levels of the Guild Hall in any two Castles that you own. It is not necessary to visit this Castle with a hero. It doesn't matter if the Castles with the built Guild Hall levels will be controlled later.

The answer is obvious. If you have fully upgraded 2 Castles (like the Barbarians) or captured them from the AI, you can freely use all scrolls without exception.

There's only one nuance in the rule. It says you need to build. But in captured AI Castles, you don't need to build, because they may already be built. Someone might not understand and start building 2 Towers in the same Barbarian Castle, literally understanding that they need to build them themselves, even though, for example, 2 Towers were already built in other captured AI Castles :D
