So, it turns out there are cases where you can use a level 5 scroll, but not a level 4 scroll. I used to think that if you have 2 castles with guilds at maximum level, then you can use any scrolls, but I just found out that's not true. :)

and by the way, if you later build a level 4 structure in the castle and find a town with a level 5 tower, then you need to build a level 5 structure to use level 5 scrolls
