Well, if that's the case, then yes... But the conveyor belt still has a speed limit, while the wheels can be accelerated as fast as you want, practically without limit, because we're not accelerating the wheels, but the plane itself. The rotation of the wheels is already a consequence of the plane's acceleration, not the cause. You could say that no matter how hard we try to adjust the conveyor belt, we're only increasing the speed of the wheels' rotation, and the difference between the speeds of the conveyor belt and the wheels will be approximately constant and depend solely on the power of the plane's turbines.
If the conveyor belt has a speed limit, then the wheels do too, let's say, due to the wear and tear on the wheel surface, or the loosening of the mounting at the base (since the conveyor belt has a limit, it means we're talking about high loads). But no matter how fast the wheels spin, the plane will remain stationary relative to the ground. And the plane needs to develop a certain speed relative to the ground in order to take off.
