Regulations.
Stage 1. Qualifying games. 6 games, the winner goes to one of the groups, the loser goes to the reserve list (backup) in case someone withdraws from the participants.
Stage 2. Group stage. 8 groups of 5 players each.
Each player in the group plays one game against all the others. In total, each player must play 4 games. 1 point is awarded for a win, 0.5 points for a draw, and 0 for a loss.
Each game is given 1 week. You can play in any order.
If a player has not played the required number of games by the deadline for the next round, they must explain the reasons on the forum or by contacting the tournament organizers personally. "Missing" participants will be disqualified and replaced by players from the reserve list.
The top 2 players with the most points advance from the group. In case of a tie, the places are determined by additional criteria (in order of priority):
1. Berger coefficient.
2. Head-to-head result.
3. Points scored in the game "weigh" more than those in technical defeats.
4. If it is impossible to determine the players advancing to the playoffs based on the previous criteria, the players will be offered a scheme for tie-breaker games. At the moment, it is impossible to foresee all possible combinations of results. Therefore, the scheme will be finally developed based on the situation that develops in the groups at the end of the stage.
In this case, the seasonal (permanent) rating will play a major role.
Stage 3. Surprise. Additional information will appear during Stage 2.
Stage 4. Playoffs - 16 participants.

Registration - June 3 - 23, 2013.
Approval of the list of participants - June 24 - 28, 2013.
Draw for the Group Stage and start of the tournament - June 29, 2013.
Stage 1. June 29 - July 5.
Stage 2 - 4 rounds.

Round II. July 8-14.
Round III. July 15-21.
Round IV. July 22-28.
Playoffs - July 29-31.
Stage 3. Played in parallel with Stage 2.
Stage 4. The dates will be determined during the tournament.
Planned duration of the tournament - 4 months.
