Question: Where did I make a mistake? It should be 31. Experts, the clock is ticking.

I didn't calculate anything manually; a special program, Swiss Master 5.5, did all the calculations – this program is used by FIDE to conduct chess tournaments. Here's a screenshot of what the program shows. I'm also attaching the tournament file for this program. I'll try to recalculate the coefficients manually, but I have no reason not to trust the program.
