HoMM3 HD is a mod (add-on) for the game Heroes of Might and Magic 3.

HD and/or something else caused it, but I'll describe the situation: during a battle, the cursor turned into a circle with a line through it, and I couldn't move my units. A message popped up saying "default_ini not found." The chess timer continued to tick. Version 3.46. Screenshot attached.
