And how did you get the “Custom” difficulty level?
Can you do that in Campaigns?
If so, how?
I don’t know.

Before starting a mission, on the introductory map, you can change the settings to suit yourself.
I always do this, in all campaigns.
I set the AI to aggressive, and everything else to medium.
