Vik, regularly, in club tournaments, as a judge, used this to save a lot of time when determining restarts for a match.

Why cancel it? It can still be left for skirmishes, for which it was originally created, and maybe even for mini-nostalgia, but at least leave the ban only on attacking the starting town, which is why it was initially introduced. Trying to clone it onto other templates is idiocy.
