Um... The only thing I can say is that organizing the entire setting in Excel is not a brilliant idea. It's convenient for recording night moves and creating a role table, but it's easier to put everything in Word and then into a forum post. In the game, you'll have to do it that way anyway.
In general, read how our sets are formatted; it's helpful :)
Let a smart person give feedback on the set. The only thing is that the doctor and the commissioner are, by default, city-based, and I don't see the point in separating them from the city.
