That's exactly the point – the rules state that even if there's no Wisdom, you can still use spells. That's nonsense. You defeat 100 Cyclops and get an empty Pandora's Box... and then it's like, "Oh, but it was 100 Cyclops! There must be some magic in there!!" and you start using explosion scrolls, etc. In my opinion, that's not right. If a hero hasn't learned any of these spells, it's their own fault. They shouldn't be able to use them with anyone else.
This is more about the fact that 4th-level magic specialists have a base Wisdom, but can still cast their specific spell. Just like any other hero without Wisdom, but who has a spellbook or uses a 4th or 5th-level scroll after 5 weeks of gameplay. So, there can't be any ambiguous interpretations here. The wording definitely needs to be simplified.
