That's how you interpret it. Actually, the panic isn't so much about the large number of eliminations, but because everyone who could shoot was eliminated. Now we need to find a 100% second Mafia member (preferably a Mechanic, especially since there's evidence pointing to them) and hope that the Mages and the Syndicate won't target townspeople. At least, it's not profitable to finish off a town right now. And the town's only hope is in the shooters on the outside. IMHO.

Probably, it meant that if it wasn't just a block, but a block with a disarm, then Kosha was disarmed, which means there was a Mafia Night Defense. Although, I doubt that a regular block looks different in the newspaper from its enhanced version.
