I can’t get the super ability.

Regarding the priority of Creature Ability (CA), I very rarely see it being leveled up, so I’m probably mistaken. I simply can’t think of any other explanation (if all the conditions for CA are met, but it’s still not there). Or maybe it’s forbidden on the map. (I’ve never seen that happen).
