1) is clearly accidental and the player mentioned it themselves
2) was committed by a player who is clearly winning the match, or had no impact on the game

And don't say you won't break the rules yourself. I've seen minor violations many times, but players usually forgive them. For example, in the m-200 tournament, I calmly ran past a shifted zone guard. And in tournaments, I watch this closely, but gsk outplayed me. Shifted ГО + same terrain as the neighboring zone + (most importantly) the zone generated bugged, and there were 3 exits instead of 4. I knew there shouldn't be an exit here, control failed, and I broke the rules. It only occurred to me when I reached the village. But the opponent said it didn't matter, let's play, and I want to note that since then I don't run past shifted guards in every game and don't think that's okay. Do you think in such cases one should hand out tech losses immediately? Would playing probably become more pleasant for everyone? Moreover, I am sure that anyone can accidentally break the rules. Fatigue, playing after work, just a bad day — these contribute greatly.
And since those 2 DD from my point of view correspond to the above 2 points, I said that in my opinion insisting on a tech loss is not nice; a replay or a draw would already be a punishment. Otherwise, it feels like a desire to get a free point, which I have never approved of.
I am not calling for changing the rules. But I would like players to treat each other better, and for the main goal of the game to be not medals, but a beautiful game and mutually pleasant time spent. That's all.
