There is a difference, Vitaly. In many tournament rounds, the games count towards the ranking, and I don't think everyone would agree to lose 4-5 games in a season. Besides, it's not right to withdraw because of a lack of prospects (you messed it up yourself); it's different to withdraw due to illness, lack of time, etc.
