Here's another idea: a moneylender's house – it provides loans at interest for a specific period. If the money is available by the end of the term, it is automatically deducted from the "account." If not, mercenaries will attack some of your mines, units, or cities (or something else). Also, the agreement could be made for a certain artifact (which exists on the map) or a number of creatures.
