Since the Jebus Cross template came to us "from there," it accordingly has limited Necropolis and Conflux presence: as secondary towns on their own resource nodes, as third-tier towns, and also without Conflux monsters. However, these towns are allowed in our maps, so a map with a full presence of these towns would look more interesting. I have edited the template to include all of this.
