It's a normal gameplay template, and the fact that it's weak is actually a plus (because it's weak for both players).

Yes, I've played it enough, both at 160% and 130%, to form a negative opinion. And if you don't see the road imbalance, generate a dozen maps and open them in the editor. You can easily see that one player gets roads to 3 treasure locations, while the other only gets to one, and that's even a shared road.
And the weakness of the template doesn't add any balance or interest.
