This isn't just a simple power attack. The point is that the rules governing actions in a stalemate situation give the attacker an exclusive opportunity to bribe if they have bracers. Sometimes, the attacker can "abuse" this opportunity.
But if a power attack itself is already rare, then the scenario "power attack + bracers + stalemate situation" is almost pure fantasy.
