But if I just choose a hot-seat game for two players, it creates the map!!!

Mod version 2.98f - everything is fine.
Without the mod - everything is fine.
But I'm already used to the mod... I haven't changed anything, I delete it, reinstall Heroes and the mod - it's still the same...

And the main thing is that the opponent also can't create a map, although everything is fine with other maps, so the problem is probably with me...
