In Novosibirsk, all the building entrances are plastered with advertisements for this "promotion": Buy a lighter after 10 PM and get a bottle of vodka as a gift :D But in general, since this law was introduced, things have actually become calmer. Before, there were always groups of people hanging around each entrance, drinking beer or "Jaguar" (a cheap alcoholic beverage). Now that alcohol isn't sold, there's nowhere to go – they just go home. Few people stock up in advance or buy lighters as part of the promotion. I studied at the institute with a guy who I remember because all his funny stories started with the phrase: "First, we had a few drinks..." :D P.S.
