Alcohol undoubtedly affects a person, and it affects absolutely everyone without exception, regardless of their willpower. Different types of alcohol affect everyone differently, depending on the individual characteristics of each organism. Over time, a person who drinks learns their limit, their threshold, and so on, and knowing this, they can regulate the amount of alcohol they consume. The difference lies in the ability to listen to one's body and not allow it to exceed that limit, which turns a person into someone who is not in control. Regarding the general situation on the streets, I can confidently say that Omsk has become much calmer. You can walk through all the squares, parks, and streets more safely than before. There are many fewer people with open bottles, and there are also fewer fights and rude arguments. The youth have become much more educated and cultured, and the way they communicate has also changed for the better. During mass events – any sports events or gatherings in parks – people are much more sober than they used to be. Police officers now have a hard time finding the few drunken individuals, and you almost feel sorry for them, as they were just peacefully going about their business. During adolescence, boys often try harmful habits and then give them up, although there are now more girls who drink and smoke, but over the past couple of years, I have noticed that this number is also decreasing. I grew up among a diverse group of acquaintances, friends, and comrades: there were alcoholics, drug addicts, athletes, ex-convicts, and law enforcement officers, i.e., I had to deal with practically all segments of society and navigate between them during my formative years. So, taking the last ten years of my life, seven years of my younger brother's life, and another three to four years from my older brother, I can say that life has changed by about 110 degrees for the better, regarding all conversations about harmful habits and being in public places. These are purely personal observations, but I have no reason to deceive myself, so I am optimistic about the future and support limiting the hours for selling alcohol. As for human rights and freedoms, not everything you want is freedom. Freedom is the right to choose within established rules. Every obligation has its own right, and if there are no restrictions, there will be no freedom, as lawlessness can confine it. P.S. A very drunk person who does something stupid or bad is not the same person as when they are sober. Alcohol acts against a person's will and forces them to act in a certain way, and sometimes a person cannot restrain themselves and commits offenses. What a person does while drunk, they would most likely not do when sober, not only because they restrain themselves when sober, but also because the brain is not capable of carrying out full-fledged mental activity, choosing the right solution. And if they choose wrong actions and decisions, it is quite possible that the person will begin to commit unlawful acts, which is why the law keeps us at home when we are drunk, taking care of us so that we do not do something bad, for which we will have to pay. If a person in a drunken state did what they wanted to do when sober, but was only held back by the fear of showing it in front of someone, then to find out what they really want, they would have to be made drunk. But if we made them drunk and found out that they wanted to rape someone, then we would know that when sober, they actually want to do it. And if we know that they have this in mind, then it looks like intent, planning, and this is a criminal offense. Since this is punishable, it means that the police just need to get someone drunk, listen to what they say while under the influence, and arrest them for everything as a preventive measure against crimes, because they are harboring monstrous plans:D
