Where did you get this information? I personally don't notice any progress in people's awareness.

Don't forget that under certain conditions, almost everyone turns into an uncivilized person.

It's simpler – uncivilized people always remain uncivilized, whether they are drunk or not. And an adequate person maintains self-control whether they are drunk or sober. Alcohol simply reveals a person's true nature. And if something unpleasant comes out of a person under the influence of alcohol, it will sooner or later come out even without it.
