When, where, and how much to drink is a personal matter, and restricting people in this regard is absolutely pointless.

Well, I wouldn't say that. What about "a person, their life, and their health are the highest values for the state"? And besides, what if during or after a drinking spree, you feel like doing something heroic (which happens in the vast majority of cases), and you end up doing something wrong? Then it won't be just your personal matter anymore. This is crime prevention in action.
