The Moscow tournament hardly qualifies as a "CIS" tournament. But there's a significant difference compared to the "CIS" tournament in Odessa: SOD and VT. In the future, if tournaments for SOD continue, this could develop into two good tournaments. Whether it's called "CIS" or not.
