you need to gain levels by pickpocketing. out of the 36 levels of my Nord character, about 10-12 were gained through pickpocketing.

Well, I personally leveled up my character by pickpocketing in Riften; there are a lot of locked things there.

There are also training chests in the Thieves Guild.
