I can tell a true story about the history of nudists.
When I was still a cadet at a military school (back in the days of the USSR), there was one clean beach in Kyiv (the others were full of trash: cigarette butts, paper, and a lot of people).
And if you swam across the strait from Hydropark, you would reach a clean spot. Since it was difficult to get there (swimming about 200 meters against the current), there were few people there – or rather, only nudists (you could also walk there through the forest in 2-3 hours).
So, the cadets swam across (about 15 of them), pushed the nudists around, and "recruited" all the pretty girls to play volleyball, and that was the end of the era of nudism in Kyiv
