In Tribes of the East, the console is opened in the same way.
In the profiles folder, there is a file called autoexec_2. Add the following line to the end of the file:
setvar dev_console_password = schwinge-des-todes, on a separate line.
Then go to
C:\Users\User\Documents\My Games\Heroes of Might and Magic V — Tribes of the East\Profiles\YourProfile
There you will find the file input_a2.
In the //console section, add the following line to the end, on a separate line:
bind show_console '`'

And it will work.
