Without the alliance, the game could have ended two days ago, so there's definitely a benefit to it, and there's no need to deny that.
I wouldn't say the city won, because it didn't do anything except "look into the matter, listen to instructions, send a non-aggression pact." The game was played like a puzzle: "how to checkmate with a knight and a pawn in two moves."
