But if we're talking seriously, Gur definitely deserves to be executed.
Why?

There haven't been any murders committed by the Mafia. It's obvious that the Salamanders wanted to kill the Necropolis player. And Haven sent Gur. + his inactive gameplay + even based on the number of players, he doesn't qualify for a peaceful outcome.
Of course, there's a small chance that the Mafia stumbled upon an Eastern player, but in that case, Gur could very well reveal himself/provide other compelling arguments in favor of his innocence.
