NHF – new heroes for Heroes V 3.1.

Dyrman, I've been thinking, and I've decided that most people would be happy with this:
1) The hero's level must be higher than the city's level.
2) The hero must spend the entire turn on conversion.
3) The hero must spend money on conversion (at least 10,000 gold, and you can add more resources).
The advantage of this hero is that he will be powerful, but the disadvantage is that he can only be used for one faction, and people who like to play as other factions will want this hero to be in their faction. So, either we put such heroes in all factions, or we don't create them at all.
