Regarding the necromancy mechanic, the difficulties in tracking it are obvious. There are dozens of situations where necromancy is simply part of the overall strategy, rather than just a simple skeleton-producing tactic. For example, having a scroll of "Wave" to kill off the opponent's scouts with a few skeletons, which can then be summoned directly by a level 0 Necromancer, passed along the chain, and used with the "Wave" spell.
