We could create and pin a thread with a list of banned users, so anyone who enters the section immediately sees who's who. This would also be easier for future GMs who might, in good faith, accept an offender, as they didn't ruin their game, and besides, they won't do it again; they had a bad upbringing. Or they might simply forget, or unpleasant events will fade in their memory and won't seem so terrible anymore. Besides, we have a shortage of players, so we need to accept even those with issues.
This system has been successfully functioning for ten years in the section dedicated to the third installment of the "Heroes" series, in some CIS countries, as well as abroad.
