If you complete the quests in the first house in this order: (I don't think the order matters at the beginning, but it's important at the end): Lion's Crown, then, if you take Silent Hunter, learn the skill, return to the tavern, the quest will be completed, but you won't be able to do it again; you'll just be stuck. But if you complete the quests in this order: Lion's Crown, Crown of Sar-Ilam, Silent Hunter, then everything works.
