Does "couldn't do it" bother you? It wasn't Admiral Harssk who couldn't give the order (how is it even possible not to give an order?), but "everyone who was supposed to prevent the attack" couldn't prevent the attack.
The phrase is clearly written - he ordered to kill everyone (he ordered the stormtroopers) who couldn't prevent the Emperor's death (the guards couldn't), but he couldn't do it. One of the victims was Mort. That is, the stormtroopers did not complete the task. I don't know how else to explain it:D
