ariputra, I definitely agree with you on this point: alcohol and drugs are a great evil, and we need to fight them together, using various methods! Unfortunately, this fight has been going on for many centuries with varying degrees of success. And here, without any "conspiracy theory" or "Dulles plan," it is clear that it is beneficial for the state for people to drink! Because alcohol is a product, and there will always be demand for it, even if it is not advertised at all (therefore, a ban on alcohol advertising is desirable, but it is not very effective in itself).
