Did you mean guarding a neutral Castle with elite troops?! - I think the city's guard is generated randomly at the beginning of map generation.

+1000. It happened many times that a neutral Rampart was guarded by Pegasi, even though their construction wasn't available yet... The map generator fails at the beginning of the game.
