Vitaly, I understand everything, but resolving ambiguous situations sometimes causes much more harm in cases where disputes arise during tournaments (you know this better than anyone, as they are full of them), than a clear interpretation of the tournament rules, which is absolutely impartial, and therefore objective and the most correct.
